The short answer
Pakistan cannot be described as uniformly safe for tourists. Risk depends on the region, route, timing and your circumstances. Islamabad, Lahore and northern destinations require preparation too; check official advice and insurance before committing to an itinerary.

Pakistan safety by region: how to assess your route
This is a planning comparison, not a numerical safety ranking. We have not assigned crime scores or verified incident rates. Conditions in a city, a remote valley and the road between them can differ.
| Area | Planning question |
|---|---|
| Gilgit-Baltistan | Can you reach your destination on an acceptable route, with weather buffers and suitable support? |
| Lahore and Islamabad | Have you checked local events, transport and hotel access? |
| Karachi and Sindh | Does your route extend into areas covered by stronger warnings? |
| Khyber Pakhtunkhwa | Check the exact district and connecting highways; do not assume tourist popularity creates an exception. |
| Balochistan | US and UK advice warns against travel. |
| Azad Jammu and Kashmir | Check current restrictions and warnings; permits alone do not resolve security risks. |
Hunza and Skardu: plan access as carefully as the stay
Mountain scenery is not evidence of low overall risk. For Hunza, Skardu and Fairy Meadows, consider road exposure, altitude, weather, communications and the distance to medical help. Choose a driver or trekking operator who can explain the proposed route and alternatives.
Ask for the route in writing, including overnight stops. If a flight is cancelled, re-check the proposed road alternative before accepting it. Never assume a change of transport is automatically a safe substitute.
Lahore and Islamabad: practical precautions
Choose accommodation based on recent reviews, staffed reception and reliable arrival arrangements. Keep valuables discreet, avoid demonstrations and check local conditions before visiting busy public places. A hotel’s neighbourhood name or star rating is not a security guarantee.
Lahore deserves its own city-level plan: read the Lahore safety guide.
Khyber Pakhtunkhwa: do not rely on “safe pockets”
The US warning covers the province. UK advice also includes Swat, Peshawar and specified roads towards the north. A guide does not override a government warning. Read the exact coverage in the linked advisories before considering a route.
Transport safety: questions to ask before booking
- Who is the operator and how can you contact them independently?
- What route and departure time are planned?
- Are seat belts available, and is the vehicle suitable for the road?
- What happens if weather, protests or road closures change the plan?
- Who pays for an extra night or an alternative transfer?
For British travellers, current FCDO transport guidance advises against public transport and app taxis and recommends licensed taxis booked through reputable operators. Read the full transport guidance rather than relying on an app name as proof of safety.
Before you book: a practical safety checklist
- Check every destination and the connecting route against your own government’s advice. A permitted destination does not make every road to it appropriate.
- Confirm insurance for the actual itinerary, activities and any evacuation needs. Ask the insurer about exclusions before paying deposits.
- Arrange arrival transport and your first night before departure. Keep an offline copy of bookings and emergency contacts.
- Allow spare time before international flights; avoid relying on a mountain flight and a separate long-haul booking on the same day.
Health, altitude and emergencies
Arrange an individual travel-health consultation before departure. Vaccines and certificate requirements depend on your health, itinerary, stay length and travel history. Consult TravelHealthPro’s Pakistan guidance.
Ask your hotel where to obtain medical assistance locally. Save your insurer’s assistance number and your embassy’s emergency contact offline. For high-altitude excursions, plan acclimatisation and an exit option with an appropriately qualified guide.
Frequently asked questions
Is Hunza safe for first-time visitors?
Assess both Hunza and the journey there. Mountain access, weather, medical support and current security advice matter; this guide does not certify it as safe.
Does a guided tour make a restricted region safe?
No. An operator can assist with logistics but cannot remove a travel warning or guarantee insurance cover.
Is the Karakoram Highway only risky because of landslides?
No. Route-specific security advice also matters. Check the exact section you plan to use, not only the weather forecast.
